We’re Better Together: All About the Library Parcel Tax
In June 2010, San Rafael voters passed the seven-year Measure C parcel tax to support library services in their community.
Thanks to Measure C, we have:
- added open hours at both libraries
- expanded and modernized our collection
- created and added new services for residents
- expanded our digital content so residents can enjoy the library from home
- saved over $500,000 for a new library facility

Details about the Parcel Tax
The Library’s budget is currently funded approximately 75% from the City General Fund, 23% from the Special Library Parcel Tax, and 2% from donations from the Friends of the Library and other individuals. Each year, the parcel tax results in approximately $865,000 for the library budget.
The parcel tax rate is $49 per parcel, with a slightly higher rate for multi-unit residents.
A portion of the parcel tax budget is dedicated to funding library staff positions which allow us to keep the libraries open the additional hours.The parcel tax currently funds 2.64 FTE (full-time-equivalent) Library Assistants, .53 FTE Library Aides, and 2.598 FTE Librarians (5.768 FTE total). The parcel tax also provides $120,980 annually in funding for temporary/seasonal staff.
Exemptions for the parcel tax are available to seniors who are 65 years of age or older by July 1 of the tax year, and own and occupy the residence in San Rafael. Tax exemption forms are available here.
The independent Special Library Parcel Tax Committee oversees the parcel tax budget and writes an annual report about whether or not the funds are being spent in accordance with the language and intent of the parcel tax measure.
