Vulnerable Adults Policy
Purpose
To ensure a safe, welcoming, and respectful environment for all library users by clearly defining caregiver responsibilities and the limitations of Library staff in supporting vulnerable adults. The Library is committed to the safety and well-being of vulnerable adults who use its facilities and services; however, it is not equipped to provide ongoing supervision, personal care, or medical assistance.
Definition of a Vulnerable Adult
For the purposes of this policy, a vulnerable adult is an individual age 18 or older who, due to a physical, cognitive, developmental, mental health, or other impairment, including age, may be unable to have sufficient understanding or capacity to make, communicate, or carry out reasonable decisions concerning their well-being or has one or more limitations that substantially impair their ability to independently provide for their daily needs or safeguard their person, property, or legal interests, which includes, but is not limited to, the inability to:
- Care for themselves independently;
- Understand or follow library rules of conduct;
- Respond appropriately in an emergency; or
- Seek help independently when needed.
Caregiver Responsibility
Responsibility for the safety, supervision, compliance with Library rules and behavior of a vulnerable adult rests solely with the individual’s caregiver, guardian, or responsible party (collectively referred to as “Caregiver”). Caregivers must supervise the vulnerable adult at all times and remain on library premises at all times.
Limitations of Library Staff
Library staff assist members of the public with locating and accessing Library resources. Library staff are not trained caregivers and cannot:
- Provide personal, medical, or behavioral care;
- Monitor a vulnerable adult’s well-being;
- Prevent a vulnerable adult from leaving the Library; or
- Assume responsibility for decision-making or supervision.
Behavior and Safety
All library users, including vulnerable adults, are expected to follow the Library and Recreation Facility Use Guidelines. Disruptive, unsafe, or inappropriate behavior will be addressed in accordance with Library policies. If a vulnerable adult’s behavior indicates they are unable to remain safely in the Library with or without supervision, staff may request that a caregiver provide appropriate supervision or accompany the individual from the Library.
Emergency and Safety Procedures
If a vulnerable adult appears to be in distress, unable to care for themselves, or poses a safety risk to themselves or others, Library staff will contact emergency services and/or appropriate social services agencies.
At closing time, if a vulnerable adult who requires supervision is left unattended and a caregiver cannot be reached within a reasonable period, staff may contact emergency services or law enforcement to ensure the individual’s safety.
